And here is the source for your problem:
Logic wants to set back some controllers to there initial state when shutting down.
On of those is Foot Control CC4 - and CC4 is mapped to velocity in the Digitakt:
In Logic uncheck this:
Main menu \ Settings \ MIDI \ Reset Messages \ “Control 4 (Foot Control) to zero”
